The Community Center of Pelican Town has seen better days. Dilapidated and abandoned, it stands as a mute testament of worldly changes in the insular community of Stardew Valley. But it can shine again - it just needs your help.
I'm not 100% positive on this, but if you purchase a membership to Joja Mart, I'm pretty certain the Community Center rewards get closed off permanently. If you want to complete these side quests, do not support Joja Mart. (That Morris guy is a jerk anyway.)

The Community Center is locked for the first few days you spend in Pelican Town. After four or five days, however, you'll automatically hit a cut scene with Lewis when you try to enter the town, and it will thereafter be unlocked for exploration. There's remarkably little to see inside...
... except for a peculiar, golden scroll in the bottom-left room. You won't be able to read it, but you need to check it anyway. Do that, then go about your regular business.
The next day you'll get a message from a dude known as the Wizard. He'll ask you to visit him in his Wizard's Tower, which is located in the southwest corner of the map. Head to Marnie's Ranch, just south of your farm, then wander west until you see the Tower. It's locked until you've visited the Community Center, but now it will open, and the Wizard will give you the ability to read the golden scroll. This unlocks the primary activity of the Community Center: giving tribute to the spirits of nature.

The Community Center is inhabited by little creatures called Junimos, and they seek tribute in the form of gifts. The golden scroll is essentially a menu of the things they want, and if you read it again you'll see that it's covered in 'Bundles', each asking for a buffet of items. You'll need to spend time during each of the seasons gathering all of the items. When you've gathered enough items to complete a Bundle you'll receive a prize in exchange.
When you complete Bundles you'll unlock golden scrolls in other parts of the Community Center, up to a maximum of six golden scrolls in total. Each scroll focuses on a particular theme: for example, the initial golden scroll is all about foraging in the wilderness for items, while the second focuses on crop production. Each item can only be used once per scroll, so you'll need to gather a fairly wide variety of items to appease the Junimos.
If you manage to complete an entire golden scroll you'll be blessed with an additional, large-scale prize. These prizes open up new areas and / or shortcuts to far-flung destinations. I'll edit in the exact details below as I unlock each one.

Note that you can check which items you need for a scroll via the scroll icon in the top-right corner of the menu, as depicted above. You cannot submit items through this menu, however. All donations to the Junimos must be done inside the Community Center.

Charcoal Kiln
Completing all six Bundles for this scroll will trigger the repair of the bridge near the Mines. This bridge leads to the Quarry, an area that's absolutely teeming with rocks for you to break apart. It's a nice alternative to constant excursions into the Mines if you're looking for precious Minerals or Artifacts.
Pantry
Unlocked after completing one Bundle. These Bundles focus on food production. Most of them involve crop growing, though you'll also need a good kitchen and some fairly health farm animals. You need to complete one Bundle to unlock the Pantry.

Completing all six Bundles will prompt the Junimos to repair the Greenhouse in the northeast corner of your property. You can use the Greenhouse to grow crops during any season, regardless of when those crops may normally grow.

Unlocked after completing one Bundle. These Bundles are all about fishing. You'll need to fish during the day, during the night, during every season, and, in some cases, in the depths of the earth to get everything you need. You need to complete one Bundle to unlock the Fish Tank.

Completing these six Bundles will remove the glittering boulder from the river next to the Mines. You'll see a cut scene with Willy and receive a Copper Pan which you can thereafter use to pan for precious Ores in streams.

Unlocked after completing two Bundles. These Bundles focus on your mining prowess, as well as refining precious metals into Bar form. You'll have to explore the Mines to find most of these items. You need to complete two Bundles to unlock the Boiler Room.

Completing all three Bundles on this scroll will trigger the Junimos to repair the mine carts at the Bus Stop, the Mines, and beside the Blacksmith. You can use them to quickly travel between all three areas.

Unlocked after completing three Bundles. These Bundles focus on a wide variety of odds and ends - in many cases, things that just don't fit into other categories all that well. You'll be wandering all over the place to collect this stuff. You need to complete three Bundles to unlock the Bulletin Board.

Completing all five Bundles on this scroll will give your character a small affection boost with everyone in Stardew Valley.
Vault
Unlocked after completing four Bundles. These Bundles are all about cash. Each Bundle is a simple, one-time payment to the apparently super-greedy Junimos. You need to complete four Bundles to unlock the Vault.
- 2,500g Bundle - 3 Chocolate Cakes
- 5,000g Bundle - 30 Quality Fertilizers
- 10,000g Bundle - Lightning Rod
- 25,000g Bundle - Crystalarium
Completing all four Bundles will repair the bus at the Bus Stop. Operated from 10 am to 5 pm by Pam and costing 500 gold a trip, the bus will take you to Calico Desert, an area you can't otherwise reach.
When you've completed all six golden scrolls the Community Center will receive a nice, shiny new look. Check back the next day for a cut scene wherein Lewis will give you a Stardew Hero Trophy for your home. The cut scene then becomes rather epic, and the end result is the closing of Joja Mart in Stardew Valley. (Though for some reason Shane appears to still work there each day?)

From this point onward you can speak to him about a Joja Membership at JojaMart. The Membership costs 5,000 gold, and will allow you to pay Morris to have his workers repair the various busted areas of Stardew Valley that you can fix via the Community Center. There is a catch, however...
... as buying the Membership will see the Community Center turned into a Joja warehouse that you can no longer enter. All of the Junimo Bundle rewards will vanish from the game permanently. The Joja bonuses are easier to get - they all just cost money, which is much more straightforward - but you'll miss out on a lot of nifty items in the process.
Also, Joja Corporation sucks. Don't help them.
