The vicar of Moonbury and sole operator of its Church, Socellia understandably spends most of her time in a small handful of locations. If you're trying to hunt Socellia down to boost your friendship with her your best bet is always going to be the Church, located in the north of Moonbury. She also operates the nearby Monastery, so between the two places she shouldn't be too difficult to find.
Once you've increased your relationship with Socellia to the max a notice will go up on the Bulletin Boards in Moonbury Town, asking for assistance. Reyner keeps hearing strange noises in the vicinity of the Church, and he's appealed to the police to help figure out what's going on. You can approach the area from Monday to Sunday, 7:00 to 12:00, to solve the mystery.
Reyner and Dean are hanging out by the Church, and Dean admits that he can hear a voice - though he's too much of a scaredy cat to investigate. Reyner doesn't seem all that inclined either, despite his complaint, so you'll need to do some searching of your own. The quest points you to the Beach Entrance, from 19:00 to 23:00. The trigger point is right beside the Fast Travel point so it's easy to find.
