So you've decided to continue befriending Victor, despite his... peculiarities? That's your call. Victor remains a lover of the graveyard near the Church, and you can find him there most of the day. He also lives at the Monastery, and can be found there occasionally during the morning and evening. All in all, not a difficult person to find.
Victor will post a notice on Moonbury's Bulletin Boards once you max out the second level of your friendship with him. He needs someone who knows how to make candles, and asks to meet in Moonbury Park. You'll find him there between 15:00 and 21:00 on any day besides Monday.
(Note: As of now the text tells you to meet Victor at the park near Willow Waters Bathhouse. The quest will not go off in this area. You need to head to Moonbury Park instead.)
Victor is waiting on a bench, and he explains that a restless spirit named Matilda is raising a racket at the Monastery. He needs a special kind of candle to calm her soul and send her to the afterlife. You'll need to go home and do some Research (Fire is top icon, Earth is left icon) to create the Herbal Wax Victor requires for his candle.
The Herbal Wax is a bit tricky. Its template has 20 squares to fill, and you can only use Fire and Earth materials in its construction. You'll need to upgrade your Cauldron at least once, and you'll probably want access to Barren Wasteland so you can work with every possible material. If you don't have access to Barren Wasteland you'll need to upgrade your Cauldron twice to complete the quest. Here are some suggested materials for crafting the Herbal Wax:
- A Gold Nugget is a good place to start, in the bottom-left corner of the template. Gold Nuggets can be chipped out of large rocks in Glaze Iceberg and smaller rocks in Barren Wasteland.
- Set a Sunflower right next to the Gold Nugget. Sunflowers grow to the west of the South of Meadow Range Fast Travel point.
- Place a Cold Bloom in the bottom-right corner of the template. Cold Blooms are found in Glaze Iceberg, and are unlocked as part of the Cold Bloom quest.
- Set a firm shell just above the Cold Bloom on the right side of the template. Firm shells are dropped by Pangols in Meadow Range.
- Fill in the top-left corner of the template with an Yggdrasil. Yggdrasils are found on Glaze Iceberg, and are unlocked as part of the Cold Residue quest.
- All of this will leave a single gap at the top of the template. Fill it in with Sap. Any kind will do. You'll find Sap after chopping down trees.
