There are three prerequisites you need to fulfil to begin this side quest:
- First, you need to complete Smooth Like Butler, a side quest from earlier in the game.
- Second, you need to complete
- Third, you need to progress through Back to Their Origin, one of the final main quests in the game. It will have you speak to several NPCs in the Hideaway. Once you're done talking with Jill a bunch of new side quests will pop up, including Three's Company.
The petitioner for this quest is Byron, who has taken up a post in the Ale Hall of the Tub & Crown. Ask him about the quest and you'll pick up where Smooth Like Butler left off, discussing the poor state of the world. Byron believes that a strong military leader needs to step up and unite folks, and his candidate is Eugen Havel, a man you saw in an earlier cut scene.
Agree to meet Havel and you'll need to travel to the Republican Gate, located south of Boklad and the Steps of the Forgotten. Fast Traveling to Boklad should get you there the quickest. Approach the bridge to the gate and you'll find Havel, Rutherford (Byron's manservant), and a gaggle of Bannerless soldiers. Naturally, you'll have to wipe out the soldiers. The Bannerless Scepters should be your first target, since they can Cure everyone else.
You'll receive Wyrrite, Magicked Ash, and a Goblin Coin for defeating the soldiers. Clive and Havel will chat after, and the field marshal will agree to help - though he requires the assistance of an envoy. Clive knows just the person.
Jump to either the Orabelle Downs or Lostwing Obelisks and head into Gautland Bales. Visit the farm in the northwest of the fields and you'll find Quinten standing by one of the buildings. Speak to him and Quinten will, reluctantly, agree to fill the role. Return to the Hideaway once you're done speaking to him and find Byron - who has conveniently relocated to right where you'll appear - to trigger some cut scenes, a lot of shouting, and the end of the quest.
