- You need to complete Under New Management, a side quest from earlier in the game.
- You need to progress through Back to Their Origin, one of the final main quests in Final Fantasy XVI. It will have you speak to several NPCs in the Hideaway. Once you're done talking with Jill a bunch of new side quests will pop up.
Return to Northreach and speak to Isabella, outside the Veil. The battle with the duke continues, and the citizens have been forced to set up their own private watch force to patrol the town. Isabelle wants Clive's help in keeping the peace. Agree and the daughter of the duke, Sabine, will stroll up and argue that fighting her father is the only way - though Isabelle dismisses the idea.
Eventually Isabelle will send you out to speak to Philippe, the former captain of the guard. Fast Travel back to the Markets in the south of town and you'll find Philippe speaking to Sabine near the exit to the Southern March. Once she leaves Philippe will recruit Clive to look into sightings of 'you-know-what' at Greagor's Weep, the river that runs through the area.
Run southeast of Northreach to the banks of the river. Arrive near the checkpoint and a heap of Encroaching Revenants will appear and attack. Encroaching Wraiths will show up after you defeat the Revenants, accompanied by Encroaching Specters that will heal their comrades. You'll receive Wyrrite and Magicked Ash for wiping out both waves of enemies.
The action will jump back to Northreach, and you'll watch Sabine and her father face off for a bit before Isabelle gets in the middle and rallies everyone. The end result is Clive being sent off to face the enemy... alone... again.
Head north to the Royal Meadows, well into the fields, and you'll face off against several waves of enemies. First you'll be fighting Wraiths and Revenants, neither of which are a big deal. After that, however, a group of Specters will show up, and they'll be backed by an Undertaker. Ignore the Specters - Torgal and any other party members you recruited can handle them - and use the size of the field to your advantage, sweeping behind the Undertaker and picking away at its health.
You'll receive Magicked Ash and Meteorite for defeating the Echoes. Clive carts himself back to Northreach, and after a cut scene you'll need to pay Isabelle another visit at the Veil. The conversation will end the quest.
