In order to trigger this quest you need to fulfill two prerequisites:
- Collect the Wealth Token during the main story quest Trip to Pingkang. (I'm not 100% certain whether or not you need to complete this quest, but the Wealth Token is referenced in Drunkard Beggar.)
- Do not complete the main story quest Siege of Mount Windless. Doing so will send Yi back to Wudang Sect and alert him to something happening in Tancheng City, at which point this quest will disappear. (I think, anyway. Suffice it to say that you should do this one earlier rather than later.)
Head to Tancheng City, to the south of Wudang Sect, and look on the west side of the city. There's a man named Gou'er over here, a member of the Beggars' Sect, and he wants to understand why there's a stage build near the entrance of Tancheng. None of his elders provide answers, however, and Gou'er wants Yi to look for answers. (If you don't agree to this the quest ends immediately, so you should probably agree.)
Gou'er's first suggestion is to get some Qingfeng Liquor, purchasable from Hong the Innkeeper inside the inn, north of here. That done, head to the southeast of Tancheng City and look for a beggar named Gong Jin. He's standing next to a railing on the edge of the city. Speak to him and he'll explain why the stage is there, and what is likely to happen in the coming days. This will wrap up the quest and earn you your reward.
